Whether you own your forklift truck or telehandler, or operate one on hire, UK law requires you to hold a current Report of Thorough Examination. This isn’t optional – it’s a legal obligation designed to ensure the safety of your operators, your workplace, and anyone who may be affected by lifting equipment on site.
Failing to comply can result in prosecution, substantial fines, operational downtime, and even the invalidation of your insurance policy, leaving your business exposed and at risk.
Under both the Lifting Operations and Lifting Equipment Regulations 1998 (LOLER 98) and the Provision and Use of Work Equipment Regulations 1998 (PUWER 98), every forklift truck must undergo a Thorough Examination at least once every 12 months – or sooner, depending on usage and operating conditions.
This comprehensive inspection assesses the safety and performance of all critical components, including:

Tilt mechanisms and hydraulics
Overhead guard
Steering and controls
Seat mountings and operator restraints
Tyres, wheels and brakes
The Report of Thorough Examination is effectively the MOT for your forklift, confirming that your equipment meets current safety standards and is legally fit for use. It applies regardless of whether your equipment is owned, leased, or rented – the responsibility to ensure compliance always remains with the operator or business in control of the equipment.
